Social Value, Sustainable Procurement and Safeguarding

Through our procurement processes the Council is committed to delivering value for money services that also support economic, environmental and social improvements in the communities we serve.

A key element of our procurement process will be to ask suppliers to commit to delivering on these priorities, the extent of this commitment will be proportionate to the value of the contract.

We are currently preparing a social value and sustainable procurement framework.

Safeguarding in Procurement

The Procurement Team has put together a safeguarding guidance note to explain how to incorporate the requirement for safeguarding of children, young people and vulnerable adults (CYPVA) into council commissioning, purchasing and procurement decisions.

When the Council commissions services it will require the contracted service provider to have in place an appropriate safeguarding policy and procedure that details their recruitment process, training arrangements, reporting procedure for incidents, regular updating, and risk assessment. The Council will ensure when commissioning services that they are compliant with safeguarding expectations. When providing grants to organisations and for projects providing services to children or adults at risk, appropriate safeguarding arrangements will need to be demonstrated before that grant will be awarded.
